Yea, I suppose it's more of a recent theory of mine. In any context, the penis acts like most other organs and muscles -- it reacts to stress by either becoming stronger (and many times bigger) or by breaking/weaking (when too much stress is used).

The goal is to not use too much stress in which gains stop. I think Dino9x7 is a great example of how hard it is to gain after a certain point -- nothing agaisnt Dino, he is one of the most dedicated PEers I know (and his size is wanted by nearly every PEer!).

I believe that when we exercise we are building our penis's defense against the stress. The size and hardness increase is just a side effect of the body's defense mechanism. That being said, I presume a plateau strikes when our penis becomes so adapt to the stress that growth isn't required as a defense anymore. It is pretty well noted (through the forums) that most men who hit a pleateau also have a pretty strong penis. Again, take Dino for example.

How does all this relate to a deconditiong break? Well a break literally gives the penis a rest from the exercise (the stress), which gives the penis's defense mechanism a chance to weaken. The longer the break, the weaker the defense becomes.

That's how I see it anyway.
