I can say from actual first hand experience, that hanging weights can be very effective. Stretching for large amounts of time per day is effective in general. With length training, more is better. With girth, less often produces better results. Never made sense, but that's what I've seen from my own experience. We're all built basically the same from a physiological standpoint, so it would seem like a general rule of thumb that these 'rules' would apply to everyone, but apparently they do not. Some men claim enormous gains (2"+) over the course of a very short time period (under 3 years) with very short daily routines of almost no effort at all (like 15 minutes a day of "piss pulls", or "JAI Stretches"). Those men, if they are legit with their stories are the RARE minority, and not the norm. Most men, are lucky to see 1" per year average length gain, and they usually have to work their tail off to get it.
As far as devices. I started with the BIB hanger line of products myself. At the time, it was all that was available (about 7 years ago when they first became available). I've gained 2" in solid, permanent length from hanging weights over the last several years with this type of hanger. It took MANY hours, and MANY sets of hang time. I averaged 4 hours total of daily hang time, usually 5 days a week. That's when I was in my 'going for it' phase. Those phases usually lasted a month or two before I got mentally tired of them. Then, I'd not hang for several months....at least not with near the level of consistency. So my hanging schedule usually was for years.
THEN, I found out about the Max Vac hanger. They attach similar to a penis pump, but they are smaller, and therefor there's less actual vacuum on the penis overall. They are easier to learn to use properly than a BIB hanger. Unlike the BIB or any other hanger really, there's no short time limit to how long you can wear a MV for. No 15-20 minute long sets. Most men can start right away with at least a 30 minute set a couple times daily. The penis has to adapt to the vacuum accompanied by resistance (via the weight). After a few weeks though, much longer sets of an hour, and as the weeks progress longer than an hour at a time can be done. This is due to the fact that the vacuum does not restrict blood flow to any part of the penis. If you have enough vacuum, the hanger will not "slip". It varies from man to man, but not by much.
