I don't think it has to do with increased blood flow. When we work out certain muscles, we can sometimes increase blood flow to that area 20-fold. Under these circumstances, we don't always feel a tingling sensation when working out. I don't know how much blood flow we increase to the upper thighs when jelqing, but I'm guessing its not a lot. Afterall, we aren't jelqing the thighs

I didn't know what to make of your question because I never had it, nor a question like it before. But I did a little research and I think I may have the answer.

Now, you have parasthesia. Nothing big, its just a fancy name for tingling/prickling sensations. Here is what I think it might be caused by:
When you jelq do rest your arms on your legs? If done for a minute or more, this could easily limit blood flow in that area. Thus, when you take the pressure off of your legs (by removing your arms), there is an increased blood flow that leads to paresthesia.
I tried this out myself and rested my arms on my legs for 2 minutes. Sure enough, when I took the pressure off, I felt the tingling sensations that you are experiencing.
If this is the case, its nothing big. Just try putting less pressure on the legs and the effects should be less.
