If you want the quickest results, go with the basic beginner's routine.

About supplements: They might help (only with the exercises). Some of the supplements men use include:
  • Whey Protein
  • L Arginine
  • Yohimbe
  • Horny Goat Weed
  • Omega-3's (fatty acids)
  • And practicaly anything else that provides extra blood flow to the penis
About masturbation: You'll get a lot of different opinions on this, but my overall consensus is:
  • You should not stop masturbating
  • If you're going for efficiency (most of us are), then you may want to not ejaculate for 2 hours before or after a PE workout
  • This "2 hour rule" isn't set in stone, but simply what a lot of men have come to follow
