Second, on to your questions:
You can combine jelqing and stretching with any routine. Typically, jelqs and stretches are considered beginning exercises, but I ALWAYS recommend doing at least a few even when you become an advanced penile exerciser. They are great for penis health.
If you are a newbie, then I wouldn't suggest hanging just yet. You might find that you will gain enough without hanging -- as many men reach their goals with just jelqing & stretching. Try the ETP suggested newbie routine first:

After a 2-3 months you might want to start hanging. Many men here report good experiences with hanging.
Dustpan is another good example of what hanging can do.
However, keep in mind that you
can do more harm than good if you hang before your penis is conditioned. A few men have rushed into hanging and obtained less-than-satisfactory results. Basically, in a nutshell, less is more -- especially in the beginning.
