Sorry for the confusion. Yes, clamping does provide PERMANENT gains. However, before these permanent gains come, there is typically quite a few temporary increases. Temporary gains are normal when it comes to high-intensity girth work, especially clamping, and they are a good sign of permanent gains to come. But not everyone gets them.
Temporary gains may last while in the clamp only, or anywhere from minutes after to days after. The longer, the better, usually.
I believe that pumping after clamping would be best to keep the temporary gains alive for a longer period of time. Thus, the better chance of making the gains permanent in the long run.
And on the hanging issue, I would personally recommend hanging before clamping.
