Alcohol is probably more of a problem than any of these substances.
I'm a cannabis consumer, but I rarely smoke it. I use a vaporizer, maybe a few times each month and in extremely small doses with extremely high quality strains. I get a little lift and then go about my personal business, almost always in the privacy of my own home.
I'm a runner and have never had any problems with my lungs due to my moderate cannabis use.
Most of the "science" on cannabis is hysterical junk science anyway. Anybody who sat down and smoked a whole joint of the quality bud I get would be catatonic. They'd deserve to have lung damage for wasting so much THC.
THC has been proven to relax muscles. I know from experience that stretching while high is a very pleasant experience and my leg muscles tend to release quite readily. I would tend to think of this as a supplemental practice rather than the norm.
The same probably applies to the smooth muscle of the penis, but who knows.
I doubt that people who are reporting positive experiences with PE while high are "justifying their weed use." There's a lot more wrong with alcohol use than there is with weed use. It's just fashionable to think of marijuana users as stereotyped drug addicts. But this is quite far from the truth. I won't personally touch alcohol ever. I hate the stuff and it shows in my health. I'm 40, but people look at me and think I'm 30.
Moderation is key in anything pleasurable.
