Take a look at the guide 'Beginner Guide' and it should answer most of your questions. Yes you can Kelg without needing to urinate, its just might be harder to know if your squeezing your PC muscle, so urinating is a good starting point for you to feel and recognized which muscle is working.
On the Topic of smoking, I don't know what exactly it does/how affect PE. I'm sure some of the other members will give some in site towards it effect on PE.
Edit: i don't smoke, but having been told its hard to quit and the hazards to your health one must think, It's probably doing you a disservice to your health and PE. To me its like taking one step forward and two step back.
