I just had my lig pop earlier today and shit was I scared! As i was stretching in the shower I was stretching to the right (pulling a little harder than usual, although I probably shouldn't have) and all o f the sudden POP! I thought I tore my dick off! But then I remember glancing over a lip pop thread a while back and ran across this! So my question is what is the next step as I have not yet started hanging and do not own any PE devices? And should I expect easier gains?

You've not actually done anything physical to your body. So, no...just because it "popped" does not mean you'll suddenly gain more quickly. The pop is very similar to 'cracking' your knuckles. Air is being released under the skin from underneath ligaments. That's how I recall it being explained anyway.
