Default Fatigue for gains - what should it feel like?

So JonPop said something about exercising to the point of fatigue being necessary for gains.

When I PE I can't really say that I feel anything like fatigue in the penis. I don't feel anything unusual afterward, actually. Maybe this is good if I'm just starting out?

Do I need to use more pressure?

Should I jelq with a higher level of erection?

I'm in my first week, but I want to know that my routines are effective.

I'm posting from experience mainly with using weights and high intensity girth exercises like horse squeezes (as shown in my soon to be seen vids here), and "ulis"....as well as clamping. From those experiences, tissue 'fatigue' feels like a very worked feeling in the tissues. When hanging I had a constantly sore feeling in the 'base' area or exit point in my pelvic area where the penis leaves the body. It's a mild, comfortable soreness.
