If you haven't noticed by now, penises are mysterious things. I would say that BPFSL is supposed to be longer than BPEL, only that it is usually the case. Having a shorter BPEL is somewhat of a perplexing thing, as you would think that if an erect penis can stretch to a certain point, a flaccid one should be able to do the same. We think the problem here lies in the relaxation of internal tissues, probably the smooth muscle. The SM normally relaxes with the production of nitric oxide during an erection. When relaxed it can stretch way beyond it's flaccid state. Generally, you should be able to "forcibly" stretch the SM tissues mechanically (with your hand.) There could be different factors preventing you from doing this, such as pulling too hard and eliciting a reflex (protect and retract response) or maybe you are simply unable to relax properly when stretching.
You might want to try apply a hot wet cloth for 5-10 minutes before measuring BPFSL. This could help the tissues to relax. Either way, it's not a huge deal.
As for your varying measurements; your tunica, which gives your penis support and structure, is kind of like a balloon made of collage nous tissues. It can stretch both longitudinally and laterally. The longer you stretch it the more narrow it becomes and vice versa. This is most likely why your length changes with your EQ.
As long as your erections are 8 and above, try focusing heavily on stretching. Don't for get to do a good warm up with hot cloths and a proper cool down while stretched.
