Well, first all the exercises (warming up, stretching, wet jelqing, kegeling and warmdown) are a part of your "routine".
You will have to pick a "routine" you like and stick to it. There are several beginner routines on this site. You can also look at my log if you want to see what's mine.
Once you pick a routine, you will have to decide how often are you going to perform it (have a session).
So to the question No.4 - you'll stretch each time you have a session. My routine is 1 day workout - 1 day rest.
1) When stretching you should be flaccid. Many PEers reccomend 30% erection (which is quite flaccid)
2) You'll want to pull back the foreskin while stretching (I do), you'll want to pull on the ligs, not skin.
3) I don't pull back when jelqing but I'm having a serious tought about starting doing just that. It would prevent me from doing two-hand jelqs but at least I won't gain any extra foreskin.
Never forget to warm up! Also never go hard on your willy! Just a little roughness and you'll end up with turkey neck or some other irritation on the soft part of the shaft under the glans. It appears that our foreskin keeps it more sensitive than those of circumcised guys.
