measuring in inches question

On the first section of my ruler an inch is broken into 16 units but further up the ruler the inch is seperater into 10 units of measurement.

Which one should I use so I can accurately represent my size, I don't wand to say I'm 6.8 (just under 7) if I am working from the 16th rule whereas 6.8 will be 6 and a half?

That is an unusual ruler ,I see them with imperal and metric regularly and metric is often in tenths and inches in eigths or sixteenths . Check it to be sure you are not confuseing metric with imperial.

Buy a new ruler! I use a ruler but when i use a measuring tape i tend to lose half an inch! Think its in trying to get my penis straight while holding it against my skin not sure. As long as i'm gaining, i ain't complaining.
