    Heat is bad, they are loosening up(hanging lower) to get far away from your body temp to cool off.
    Nothing wrong with high sitting testicles, they are doing their job.
    And everyone gets a flaccid that turtles or shrinks, to a point.

    not turtling and shrunk 24/7 . when prior 2 years ago I was hanging to the middle of my thigh both penis and testicles.

    So can you tell us some more about your lifestyle? Eating, working out, how you feel, mental/emotional/psychological issues, doctor's opinions if any other than it's not a problem? We can't help you without more information.

    1) eat more vegetables, less fruit! vegetables = yang food, fruit= yin food
    2) ICE shower - let your body breathe!

    Jogging. If you're up to it, go to a park/track and sprint for as long as you can, rest for a minute or two, then rest again etc... Or better yet, instead of "doing for as long as you can", tell yourself beforehand that you will, no excuses, sprint to a certain point on track/in park, and don't stop until you get there. For most people, if they only do it for 'as much as they can", they'll stop early because humans are lazy Max of maybe 30 minutes.
