Pretty sure that's uncircumcised and normal. They will do it with a knife and remove the foreskin.

It's normal and natural that you're not cut. Why would you think cutting a babies foreskin off is normal? Because of porn?
How old are you anyway?
And you can't pull your foreskin back? Then you'll need to do some foreskin stretching search or check google on "phimosis" If you can't pull the skin back and let your parents know about it, and getting surgery should be the last thing on your list.

Wait up guys, English is clearly not the OP's native language so let's give him a chance here.

Sounds like he's saying he either has too much foreskin, like it hangs off the end of his dick, or that it's too tight to retract. Either could be a good reason for an elective circumcision or at least some kind of corrective surgery (I think some of these things can be treated without cutting off the whole foreskin).

Don't get me wrong, I'm strongly against medically unnecessary circumcision, but in some cases there's a legit medical reason.
