You asked when should you start hanging. Generally (3-6) months after you have conditioned your penis through Jelqing and stretching and get into some of the advanced exercises. Clamping is one of the advanced exercises that you can do afther the same time period. When you do start hanging and clamping don't do them all in the same day. The What-a-Grip is is a good tool to keep your flaccid penis elongated through out the day, this also helps from turtling. If you are going to use it let me know and I will help you, with how you can put it on.
