will flacid state "flutuate" forever ??

hey PE friends - i was wondering if flacid state will forever flutuate to bigger and smaller ?? because i ve been peing for three months and my flacid state always flutuate. Also this may be funny but my flacid state has flutuate since i was born, in other words - before starting my PE career.

Luis: It's normal for the flaccid size to fluctuate quite a bit. Many men find that manual PE (i.e. exercises) helps overcome this problem. Other men who can't improve their flaccid size with exercises alone (many can't) find that using extenders, ADS, and all day wraps help.

Probably the only way to completely prevent flaccid fluctuation would be to exhaust ALL of the elasticity in your penis.
Don't know if anyone has ever accomplished this.
