I see you mention "mild stretching" in your initial routine but no stretching at all in your current routine. While jelqing alone can give some length gains, it is usually much more effective when combined with a good manual stretching routine.
I would try changing up your routine to include 15 to 20 minutes of fairly intense stretch. Make sure you do a very thorough warm up before (hot as possible without burning skin) and reapply heat throughout your session (for both jelqing & stretching) Then, after your workout, while in a stretched state, add a cool compress for 5 -10 minutes.
