kwmass: I studied the LOT theory in detail sometime last year, conversed with Bib over many emails, and came to the conclusion that most men don't need to worry about their LOT.
The reason is that the pubic bone is tilted in a way that when you do get "ligament" gains by hanging down, you're only gaining a little bit of "outer penis." So even if you have a high LOT, you're best bet is to stretch/hang in all directions possible to really maximize your outer penis gains. The same goes if you have a low LOT
So continue to stretch in every direction. You could also hang in every direction. Hang upwards by placing the weight "over the shoulder." Hang to the side by placing it over your leg. Also continue to jelq.
