so, its only logical to believe that increasing these lvls in just the penis with the right dosage will increase size......but i suspect only with PE will a noticable gain be made

No, the evidence does not prove that DHT increases penile tissue. It's already known that it doesn't. The penis is made up of the same tissue that makes up the bladder, liver, kidney, and other internal organs. DHT doesn't increase the size of those organs either.

I'm sorry, but you clearly have absolutely no understanding of what you're talking about and are just reading short segments of studies and drawing uneducated conclusions from them. DHT will not increase the size of the penis, period.

The liver and kidney is not a muscle....

the penis is made from three seperate tissues of two different types both which are muscles
