I have been doing these exercizes now for a week.

and I was wondering.

can I still do the kegel squeezes without my penis being hard?

and would it be more effective if I choose to do it hard?

Sticker, no, having an erection will not improve the effectiveness of kegels. It's the contracting and releasing of the PC muscle that does the strengthening.
