Default Am I overtraining?

Hi, I have been PEing for about 1-1,5 years I think.
I started with the stretch and jelq as everyone else.
The problem is that I measured my penis wrong a long time,
so I really don't know what size it was, but I guess it was around
5,11 in length and 4,72 in girth. I have gotten a lot of experience over
the time, but what happened was I used to do streches for like 3 x 10 seconds
and do one more jelq everyday. My size when I stopped was 6,9 inches in length
and what happened was I stopped PEing, and later when I started PEing again (probably
a month later). Then when I started PEing for a couple of weeks I measured and my penis was 6,2 inches in length.
I let my penis rest for a while, and then I started again, then I gain untill my penis was about 6,6 inches.
But suddenly my penis had problems reaching over 6,2 again. I don't understand If I am undertraining or
overtraining. Should I rest for a month? Or shoud I train it? Because I don't feel much discomfort or anything like that.
My penis easly gets darker after PEing, do I need to rest untill the color is gone?
Note that I have no problems with jelqing, the girth stays, and I put on easy girth, but lenght/strechting is the problem.

I am not satisfied with my size, not untill it is 6,9 inches in length.

You have to be consistent with your PE schedule. You can't do PE for a year then stop for a month, lose some of your gains, start again, get some gains, stop again, lose some gains...

It is very bad for your penis to be changing size all the time like that. Just start fresh. Take 2 weeks off.

Then, re-do the 90 day beginner routine. Warm up, stretch, jelq, kegel, warm up, stretch. You're all set. 5 days on, 2 days off. Add advanced exercises as you go Penis Enlargement Gym - Advanced Exercises

Be consistent with PE. Don't over do it. Don't under do it.
