Basically the smooth muscle is growing/strengthening faster than the tunica, therefore it's pushing against the tunica resulting in a hard flaccid.
There are theories on PE causing smooth cell hypertrophy (cell growth) and/or hyperplasia (cell division), but they're unproven. It's likely that the smooth muscle in the corpora plays a passive role in PE. Picture the corpora being like sponges encased in sheaths (that's essentially what they are). Now picture the sheaths being stretched allowing the sponges inside to expand. The more this sheaths are stretched, the farther the sponges can expand. The goal with PE is to expand the sheaths.

Jelqing compresses blood through the penis forcing the tunicae to expand and the ligs to stretch.

Just to clarify, there are different sheaths limiting penile expansion. The tunica albuginea encases the corpora while Buck's fascia (fascia penis) encases the penis itself.

Avoid hard flaccids if you can. Smooth muscle is not skeletal muscl it is not meant to get harder. Read what big Al wrote only at a slower pace. Not to put anyone down but science sometimes has to be digested slowly.

A hard flaccid means you have accomplished almost nothing from your efforts.

In other words, the ECA stack would be a terrible complimentary supplement for PE? Because I use this stack while cutting but have definitely noticed gains in girth/length (very marginal, yet noticable). Perhaps my gains are bottlenecked due to this stack, or does this just affect my flaccids? Christ you just opened up Pandora's Box for me Al!

Question: Where does the skin itself come into this equation? The sheaths lie beneath the skin, right? Man, I think I need a diagram to figure this out. My cock's skin has stretched so much since I started P.E. But how about my sheaths? When I stretch my skin, am I stretching the sheaths?

The skin stretches along with the penis. Some men that are fast gainers will actually notice stretchmarks.

You can stretch skin without stretching the penis. That's why it's important to retract and loose penile skin when you're stretching/hanging and to use a good thick lube for your wet jelqs.

Below is a good diagram of the penile anatomy. The "deep" fascia is also known as "Buck's Fascia" and "fascia penis".
There's a tunica albuginea surrounding the corpora and corpus (tunica albuginea corporum cavernosorum and tunica albuginea corporis spongiosi respectively).

Thanks for posting these diagrams, Big Al. I've been looking on the web for something this detailed. I think if gym members understand what is being stretched we'll have a better chance of doing the exercises right. Good on ya!
