Default Zero stress on ligament, yet still gain?

Is there any exercise PEers can do without stretching/pulling the ligament? What if some guys have experienced penile popping or has weak ligament, yet want to make some gains?

I tried brainstorming some exercise ideas, yet I wonder if this would be effective and safe as jelqing.

This exercise engorges the penis, however, I'm not sure if this engorges the blood or the air. I would like to hear your thoughts on this...

Take three fingers underneath the base of your corpus spongiosum (CS) and a thumb on top of the penis. Squeeze the CS with all three fingers. Let go the first two fingers closest to the base, then grasp with a finger closest to the base. That means the finger in between is not gripping the CS. Let go the finger farthest from the base to engorges the penis. Continue to "flute" until the penis erects to 100%.

This "flute" idea is somewhat similar to pumping. However, I have no idea if I'm stopping the blood with my thumb on dorsal vein, pumping the air out of the urethra, or engorging the blood through Corpus Spongiosum?

If this is safe and capable to make gains, then this would be helpful for those who want to avoid ligament pain. I understand collagen needed to be heated to be broken. Would this "fluting" exercise multiply smooth muscles the same as jelqing?
