I just realized that my penis head is sometimes cold when flacid.

what is this?
What does this mean?
What does it signify?
How serious is it?

You really need to watch that. Your penis is suffering from poor circulation. If it does not improve you need to see the doctor or you could lose it. Although this is the worst case scenario it could happen.

There have bein cases were people have slept with extedors on and woke up with a purple dick because they cut the blood off, and they still have there dicks.
Try doing dick massage and ball massage, and drink green tea with ginger, and warm up regularly.

I take Ginseng blend of all the diffferent version of Ginseng blended in.. I also take 3000mg larginine. Mild green tea before bed. How can I improve circulation?

I have experienced this before. I found Ginko Biloba useful for this, I personally take 60mg three times daily.

I also try to Kegel randomly throughout the day. I had slightly high cholesterol too & have been using a plant sterol drink.

I'd say if it's not getting better to go see the doc?
He can possibly give you a script to help with the circulation, in conjunction with the herbs and PE exercises.
I'm not a huge fan of going to see the doc, but it may be worth checking into if it's just a quick visit.
