Usually after ejaculation, the glans is very sensitive, along with the rest of the penis, which may make PEing more difficult or you won't want to do it at all. I used to masturbate 4+ times a day before PE and this chick I'm seeing (yeah sad, I know), so when I did PE I never had any problem getting more erect during the exercises, but as I've had people say If you are getting too erect during the exercise stop and wait for it to subside a little otherwise you are masturbating and not jelqing. I would say blow a load 2+ hours after your PE for a reward, but I only do that every other day, if I'm not getting any. I would say instead of just blowing your load, try edging.
If I may, I'd recommend spending more time to warming up, 10 minutes is ideal for me. It helps prevent injury; and if you don't want to be one of the many stories of injuries from people on here, that's one more step to keep you from it. Also I don't see anything about a cool down or warm down. Some people prefer cool downs while others say warm downs are the way to go. Personally, I like the warm down method because heat does a lot, speeds of molecules and other scientific stuff, but most important it feels great.
