Flaccid stretched length is 1.5 cm longer than BPEL.

There are lots of threads and posts on this topic. Search BPSFL and similar. But briefly, consensus seems to be that it is a positive PI and a sign of more gain to come. Also, that stretched length you have now may increase with more PE.
