Jelqing question

This might be dumb but when jelqing I notice the vein on top gets bigger as I go but about halfway up the shaft it starts moving with my hand and eventually it looks like it rolls then it feels like a knot under the skin until I finish the jelq. That normal?

Sorry if this isn't very clear don't know how to explain it

Guess I should add. There is no pain or discomfort just seems odd
