Using a near infrared/red led light to warm up

I was wondering if using a near infrared and red light panel to warm up is effective over a warm towel that way I can do a little red light therapy on my balls but also warm up my penis and do PE on it after.
Also does moisturizer work for jelqs or should I use some sort of lube?

I'm nervous about an IR lamp in a localised area like this, surely it will heat only on the lamp / panel side not nicely around the whole cock ?
