If you are talking about using a single routine then you will hit a plateau. To keep the gains coming you progressively need to advance into some of the advanced routines, exercises or devices to keep the gains coming.
A big variable that makes it difficult to determine the average gain is the level of of dedication and perseverance between individuals. Some will make some gains, loose dedication and stop. Others stay committed and continue on to making bigger gains. It's like comparing apples to oranges.

I agree with Cavalier and BBC. It’s really tough to gauge. Especially after beginner gains. Everyone slows for and hits a plateau. The key is discovering how your tissues respond to the exercises. Always change up the routine if your body tells you it’s time. Or take breaks if your body tells you it’s time.

Based on reading into the biology of it and the anecdotal evidence onsite, here is my take:

"Tissue growth occurs as a result of tissue adaptation in response to application of chronic traction...This process is thought to be cellular proliferation like the process of distraction osteogenesis resulting from bone lengthening procedures by using traction... Prolonged traction force on tissue results in an adaptation reaction at a cellular level, which thereby results in the expansion of the tissues."
"Therefore, the use of traction device is not just to stretch the tissue mechanically, but to actually induce tissue growth to make real gain of additional penile length"

So, if we do this in cycles that to allow the tissue to heal, grow and recover we can keep gaining.
Meaning do some manual work, make gains, cement gains, take break, heal, start again, etc. The body adjusts to the “new normal”, then when you start again there is potential to keep making more gains.
Theoretically, if you don't stop and allow the body to heal and adjust to the new normal, then maybe you get stuck at a certain level, or a plateau, because you are not allowing for the tissue to heal/grow.

As with skeletal muscle exercise in the gym, gains will follow a logarithmic scale. At first they will come quickly, then they will slow down and become very slow. Eventually if you stick with it a long time (years) they will approach a point of diminishing returns where a lot of work is needed for just a very small additional gain. Now you could say that most people lack the dedication to get to that point which is probably true, but those who do make it there will likely switch to a maintenance routine at that point.
Starting size also plays a role. Someone who starts at 8 could probably reach 10 with a few years of consistent effort. Someone who starts at 5 is unlikely to be able to reach 10 no matter how much work is put in.
I saw in a reddit forum a guy who went from a micropenis (like 4cm) to a medium (15cm), with pics. Don't know if was true, but you can see the top performers here to have notion.
