I can see the logic of that but I don't think the solution is great. As I understand US has a standard condom size of 54mm ("Magnum" despite their name is also that size) and not much else is legally allowed to be manufactured or imported.
The problem is that if someone is above average in girth (and OP is above) that could maybe benefit from trying a larger size, and is living in our culture. For starters most men feel smaller then they actually are. Also even thinking about trying a bigger size is seen as "don't be too cocky thinking your bigger then the rest"/"it's rubber and it can fit on a leg so stop complaining". If you add to it a government limiting size like in US then most people will leave it as is and not even try.
But the effect of that is that that above average men will not think the condom is too small because "it's the right size on their small pecker" and think that condoms just suck - maybe even they should try luck without a condom.
I think it's far worse effect than someone buying a too big one and then noticing that it slipped, realizing it's time to try a bit smaller size.

There is no doubt in my mind that countless US guys do not use condoms because they tried they wrong size and they sucked . So the government is encouraging 2 things non use of condoms and guys to buy non US condoms .
All that said it stuns me that the op has issues with a 56 mm condom when his size is fairly average . Remember the US Magnum is 54 mm at the base.

I'm about 5.2-5.3" near the base, and 52mm are very uncomfortable/pinch, and Magnums at 54mm work but also do leave a bright red ring afterwards. Skyn Large at 56mm or Durex Love at the same size always seemed to work best for me.

Of all the condoms available for store purchase, SKYN Large is by far the best feeling. I can barely get it rolled over my head and it does leave a ring around the base but it's still way better than Magnum Bare skin. Lubing the burrito before putting the condom on helps also.

I think it's a bit of a stretch (pun unintended) to use "fairly average" in this case.
I mean generally: I know I and OP are above average having 13cm girth while at the same time I feel quite average even though I know it's subjective (I've had 0 live erect penises in my life to compare to so how should I know?). So I would call me "fairly average" to be humble as that's how we are brought up in our society.
But for the case of condom size we can go with the numbers. The average girth is about 11.55cm (4.55"). It seems small although that is the statistic mean. The standard condom circumference had to be based on something more than a gut feeling. And I don't think there is some super secret statistics offered to the cabal of condom manufactures, but kept secret from the public
The OP with 13.1cm (5.15") is above the average and above the 80 percentile. So, for the case of condom circumference, I would stick with the "above average" just so we don't brush it off as a non issue.
If the standard in US is 54mm (108mm circumference) and we compare it to the average then it's a 93% fit. And that's designed to be a "nice" fit. So to get the same "nice" 93% fit for 13cm gives 121mm circumference, which is 60mm. So it seems reasonable to use a 60 condom.
I'm not writing this to negate your point Pegasus because yes: at 13cm you can put on a standard condom. Just showing that when you do the math it stops being stunning or surprising that a 60mm can be a better fit

Many studies come up with closer to 5" girth as average , even accepting your figures 80th percentile is hardly huge. . As you say a 54mm should fit ok and one would expect it to be a none issue because a standard condom is made to fit beyond the 89th perrcentile. . I would have thought the standard(in uk) 56 " condom that is eaisly available would have been a good choice but the op says not . I am going with here is an example of how individual preference comes into play

Well, in the end I think it's, as you say, to individual preference. And if someone has choice then go with it and try.
It's the same as buying socks. If there is only a "universal" or a simple S,M,L then work with with what you have. But if your store also offers socks with more sizes based on shoe size then why not? You don't have to stick with that "M" size that's a bit small and you can manage with the occasional red ring around your ankle after a long day.
For me the 60mm fit best compared to other sizes, never slip or even suggest they could slip and are at the same price as durex. So I'm happy to use them and try to not be ashamed that someone could see it as bragging (not you specifically, just the overall "societal pressure"). And that's why I wanted to suggest to OP to not be scared to try different sizes.
And I would still argue that 5" is "above average" (not huge of course)But precise naming convention is not so important for this thread.

Most more recent studies seem to be trending downwards, putting average girth closer to 4.5" than 5", at least from what I've seen (not sure I believe that though, the old 4.8" or so average seems like it would be more accurate to me).
Also standard condoms at least here in Canada and the US seem to be more in the 51-52mm range, with Magnums at 54mm and few options at 56mm. The UK seems to have a much much wider range of sizes, so maybe that's why there are more 56mm options. The first comfortable ones I found here in Canada were Durex Love, which not branded as a large condom, were straight (non-flared) 56mm condoms. The first condoms I ever tried were Trojan ENZ and at 51mm they were semi painful for me and completely crushed my CS. I was probably just at 5" EG at that time.Original/Current Stats:
