Non-Bone Pressed length means just measuring your visible penis, from the base where it meets your stomach skin to the tip. ("NBP")
Bone Pressed means you push the ruler into your skin or "fat pad" until it hits the bone and you are really measuring the "usable penis" here, as when you have sex, the tissue or fat pad will be compressed and you'll USE that part of your penis too. That is "BP" or "Bone Pressed".
"EL" means "erect length" so were talking about 2 ways to measure erect length.
You'll also see "FL" which is flaccid length and "SL" which is "stretched length" meaning how far you can stretch your flaccid/soft penis or perhaps it's state in an extender or ADS device.

So when the ruler is bone press or streched and measured, does it mean it will grow that long or its potentials?????

I think on potential it's pretty unlimited. I think you can get your cock as reasonably big as you want. A penis that was 12" long would be pretty ridiculous to functionally use-but you could be a big porn star.
On the stretched length, that is the easiest one to grow and I believe there must be some correlation between that and Erect Length, but I don't know how much. But if you're increasing your stretched length, I think EL gains will follow. Personally I like NBP because I care about how it LOOKS. And that extra penis in the fat pad is just a bonus for the girl who gets to enjoy it. But I think most guys go with BP lengths from what I've seen.
Ultimately, how long it grows is up to you and your dedication. Every 1/4" is a big deal to me but there is no quick fix here. So get serious if you want to get serious gains.

The main purpose of measuring bone pressed is for consistency. Even if your fat pad increases or decreases, the length you measure will remain the same if you don't PE. Stopping at the fat pad non bone pressed leads to inconsistency. One day you push a little into the pad, the next you don't push at all, etc., leading to different readings all on the same penis. By measuring bone pressed you remove all of those extenuating factors.
