Your first priority is to strictly follow a 90 day of a beginner's routine. Dont care about gains yet. Chances are there wont be any, or will be too slight to see a difference. However, if you feel like you can take more, increase your workload by a very small step every time you PE. Avoid taking major steps like jumping from a 200 wet jelqing session to a 400 jelqing, 15' hanging and 10 supra slammer session... 99% chances are you will encounter a problem and you'll have to lay off the PE for a solid 2 weeks or more. Be gentle with your penis, you only get to have one...
Also remember that good workout indicators are different for every one of us. Having a larger flaccid hang for a while after your workout, darker glans/ shaft colour, red spots, larger glans, are the usual indiacators of a GOOD workout. As soon as you see one of those, stick to your workout and you'll be fine.The best sound in the whole world is my wife.... having an orgasm!!!!
