My penis doesn't hang down like most other people's dicks do. When its flaccid it just sticks straight out and when erect its point straight up. I was wondering what would be the best way to make it hang down would be and how long it would take. I don't really care about it point up when erect, but I wish it would hang down when flaccid.

This most likely means that your suspensory ligament is very tight. Start of with a beginner routine and start putting a little extra effort into downward stretches. You may even want to consider hanging on the near future

I have that same issue. Does this mean theres more possibility of gaining length?

Fowfers and manual stretching are the ticket. A good PE routine would be most beneficial.
