Anyways, sorry for the late reply. I was away this weekend and didn't get a chance to answer your question. To be honest, it all depends on you and your schedule.
Some guys enjoy working out in the morning because they get a nice "plump" throughout the day. On the other hand, other guys like to work out at night because they feel it gives them more "night erections" (a great benefit of PE).
However, if you have the benefit of doing both, then I suggest splitting your routine into two sessions. This allows the penis to be continually in "conditioned" mode. I like to do either my stretching at night and my jelqing in the morning or vice versa. I also feel this gives me a better workout because I am a lot more intune to the exercising if I am doing 2-15 minute sessions rather than 1 long 30 minute session.
