It has a couple of benefits: Every jelq is a good quality rep because you're concentrating on it, and moving at a pace that suits your penis. And because you're not counting reps, all of your attention is going on the exercise.
TO be honest I don't really know, haven't tried Jelqing in a while & I'm not sure what the best is. Though I'm pretty sure that doing slower jelqs will be better than doing a quick one.
