A homemade rice sock would do the trick, or a heating pad, they are usually used by physiotherapists to treat joint pain.
If you want to use the dipping method, then fill the glass with less water to not overflow, and make sure the water temperature is only a few degrees above body temperature, if it is too hot, it will harm your penis too.
I recommend against not using heat, it helps minimize injuries risk, and increase your potential to gain, however, some do disagree with this.
