I have recently discovered PE and have attempted to integrate this system into my life:

In the past month - ive utilized this system with various levels of consistency, lapses due to mostly lots of hours at work and the inability to get motivated late at night when i get home. I would say im averaging 4 days a week. I do the stretches and i do 10-15 min of jelqing which some days i feel is more effective than others. I also bought one of those 15 dollar pumps on ebay which broke after a week but i was using that after the jelqing and pumping to just about discomfort for about 10 min (which i enjoyed) I felt like the pumping was more effective than the jelqing but im really not sure. The reason im here now is because ive been considering including some devices into my routine but im not really sure which to buy. I see lots of guys using these vacuum extenders, some pumping, some hanging, im so clueless. I dont know where to look or start , i dont know whats going to work the best. I also dont know which reviews are legit. Obviously we dont know whats gonna work for me, what my body will respond to the most? And im on a budget - shocker right lol just to add to the hurdles
Heres a little background
I have about 30 min to devote to PE prior to work each day (usually work 4 days a week) On my days off - i am open to anything..... I could typically wear some sort of device during work, im open to that. Im at 5.5 BPEL and 4.0 girth erect - im concerned with both, both are equally as important to improve. Im also concerned with erection quality. I have a porn addiction which im trying to quit, i also have to blow everytime i do PE because i cant control myself. So theres a lot going on here and clearly i need to reign it all in and get it together. Hopefully someone can help me piece this all together. what do you guys think?!

Trust me man, I am in the same boat. I am exactly the same size as you. I am also a newbie. Personally I would not use a penis pump without pressure measuring gauge in it.
Quit porn. And stop masturbating to porn. It can cause difficulties. Start with light beginner routine and see what works best for you.Starting Status 1 JAN 2015

This is a fairly normal situation for many beginners.
This is normal. I’ve been involved in PE for over 15 years. I have better and worse days. I also experience this with resistance and cardio training.
What are your goals? Different devices can provide different gains. Pumps tend to work better for girth. Hangers tend to work better for length (but from my experience also help to develop base girth pretty effectively). Clamping works well for girth gains, but your penis MUST be well conditioned before attempting these exercises.
The easy answer to your dilemma is to start with the JP90 routine. This won’t cost you any money as it is entirely manual exercises. Many people like to focus on length before girth. When I started PE I didn’t know about this theory so I went for both at the same time (hanging and jelqing) and gained in both. For erection quality and potential length and girth gains I would recommend good old jelqing. I personally have had great results with this simple exercise. Currently I do 30 per day (in my morning shower) and have 10+ erection level. So, during your 30 min before work you could easily focus on manual stretching, jelqing and maybe some edging. On your days off (if you have time and privacy) you could do JP90, and when that is done with the 90 day period you could do some more research on devices. Remember, one of the keys to PE success is consistency and taking a couple of days off per week.
Quitting porn is a great idea for many reasons.(Late 1999): 6" BPEL x 5.25" MSEG
(Early 2001): 7" BPEL x 5.75"MSEG (mostly Hanging/Jelqing)
Aug 16th 2015: 7.375" BPEL x 6" MSEG
Goal: I have retired from PE - So my goal is just maintaining.

Well Sean Jacobs has said pretty much everything that I would have said. This is some great advice. I would agree, because of your time constraints I would focus on a manual beginners routine like JP90 before moving on. It has been a proven routine for beginners. Adding devices is only going to take up more time.
He is right, use the 90 days to learn as much as you can about PE. The amount of information here can be overwhelming. Don't hesitate to ask more questions.
With only 30 minutes available it is important that you are consistent and dedicated to maximize your gains. Be patient, it won't happen overnight.

Thank you all for the feedback its very much appreciated. If i had to choose a main goal, i would say girth as the primary due to the fact that i believe i am on the skinny side at roughly 4 inch erect. Im also very self conscious about my flacid hang. After the gym on a cold day my penis looks tiny. Its extremely embarrassing. I can honestly say that most women i encounter are satisfied sexually because they come back for more, but id like to work on some internal issues. The flacid hang is very important for my own self esteem.

If you have time to masturbate you have time to PE. Just replace masturbation with PE.
