Regarding my brother :)

So my brother is 16 years old and he usually is open with me at all times, and basically he told me about this site. He wont sign up as you must be 18 which is understandable, but is he too young to start jelquing ?

For his health, mental, emotional and physical, do not engage him in these discussions. Advise him to focus on his studies and social life and not worry about penis size, no one should actually, but that is another topic.

Jelqing can be helpful if you are or over 18 years of age.

If he already knows and wants to I wouldn't hold him back. That said, I wouldn't go beyond some light stretching and jelqing, since you wouldn't want to damage anything while you still might be growing naturally.
