There is something to be said for both types of routines imo. I have dabbled with both and have found them to be beneficial in different ways. From extending at light tension or long edging sessions to heavy as fuck hanging sessions or intense manual routines.

Just from my limited PE experience, i think low volume/high intensity is best for Girth. I do not focus on length so i have no experience on that.
Start(11/14/2016) : 7.25 BPEL , 5.5 MSEG
02/11/2017 : 7.6 BPEL, 5.6 MSEG
GOAL : 7.5 BPEL , 6.25 MSEG

For my newbie gains, it was quite the contrary. 20 mins of quick jelqs gave me .5 inches and it only took a couple weeks.
