You need Avisynth and VirtualDub/VirtualDubMod, they are free programs. You may need some codecs too, depending on video source format.

You write your script in notepad, save it as an .avs file, then open it in vdub to check the result and later save it as video.

Since you don't work in real time you don't need much computing power and you can work with multiple instances of the same clip, each with its own edits.

Try to understand the logic of the script above: I made "slices" of video, resized them, and joined them back together. Of course this will only work against a dark and/or uniform background, or you would notice some inconsistencies.

For a quick basic example it doesn't look too bad, I was actually surprised with the result, but it doesn't look that real if you watch carefully: when the cock is to the sides it looks unnaturally shorter and of a different shape than when it's in the middle. Also when it stops moving it has that characteristic stretched look to it, that you will learn to recognize instantly if you hang out on LPSG for a while
