I've seen it done both ways, but I want to know which way is more effective.

It really depends on your body... most people say to jelq for about 2 seconds which is fairly slow despite videos you see of people jelqing really quickly.
With that being said, quick jelqs can also work, as I got my newbie gains from quick jelqing only so far and they were all mostly girth gains. Note most people tend to associate slower/longer jelqs with increasing intensity...
