O.K. I am just starting and I am not sure if my penis should do hanging or jelqing, I dont know how to tell and was wondering if anyone could inform me how to. Because I want to make sure I am doing the right one that gets me the biggest gains for my penis.

And in case you haven't already done so, checkout the START HERE thread as well as the articles in the topmost blue navigation bar, and pay attention to safety instructions.
I recommend following a manual beginner's routine, most members here start with JP90, and gain fine from it, being an intense beginner's routine, you may want to consider starting slow and gradually increase workload, as you need to condition your penis first!
When done correctly, PE will greatly improve your penile health and increase your EQ, in addition to size gains, but you need to be consistent, patient and persistent, please do as much research as you can, start a log in the progress forum to track your progress and get feedback, ask questions, follow safety and exercise instructions carefully and remember that PE is a long term process, don't rush it up.

I would advice you start with manual exercises and jelqing in particular since you should explore the manual PE first.
It is adviced to atleast condition yourself via manual exercises for 3 months before attempting hanging since it is an advanced form of length work.
I would advice to start with JP 90 routine since it is a great routine for a beginner that will condition you for more advanced exercises.

hanging is for advanced PE'ers who have exhausted their gains from manual exercises. jumping straight into hanging can very easily lead to damage, and trust me, having a penis that doesnt work properly is the last thing you want. so start with manual exercises and routines, such as the JP90 routine to condition your penis making you a elegable candidate for more advanced routines. many people have made awsome gains for the JP90 routine. i myself am doing a very basic style of the jp90 and have already gained .5" in less than a month. so its possible to make decent gains while conditioning your penis through manual exercises.Initial stats - 27th May 2014:
BPEL - 6.15"
EG - 4.7"
Current:
BPEL - 7.3"
EG - 4.7"
Short term Goal:
BPEL - 7.5"
EG - 5"
Long term Goal:
BPEL - 8"
EG - 5.5"

I know the temptation to go "all out" is strong for many of us but "progression" is a great tool in PE and also Gym in general... Read up first then get into a routine that is safe and easy to stick to, you can always increase intensity and excercises as you progress.
