Hello to all.
First of all, being new to any type of penis exercises, other than good ole JO'ing if that counts, I have a few concerns.
As a child (before the age of 8 in the early to mid 80s) my parents told me that I needed to stretch my penis or I would always be small. I always thought this was weird, but as I examined myself, I discovered I had a turtle-dick, or I guess it is called a hidden penis now. After age 8 I had rapid weight gain. Then as a teenager I lost weight, then gained some back, etc. At this point in the cycle I am working on losing weight. Down 20 lbs but more to go.
I was circumcised after a few weeks of birth. As well, I now realize that the circumcision surely caused the hidden penis as a pre-8 year old boy (as my brother's was botched too, he has curvature) and then the weight gain added to it. Now, as I seek to remedy the issues, I have discovered I have a webbed penis (although it is not massive, it is there). For reference, my stretched penis length is around 4 in and erect is 6 in. (girth not measured at this time).
Today at 39, I find that when erect I am normal, but when flaccid, it always plays the hide and tuck. I am beyond tired of this and seek remedies for it, as the psychological toll has build to a crescendo.
My concerns as I start the beginners routine (any insight on hidden penis/webbed penis would be appreciated):
1. Should I start PE or speak to doctor about surgery to correct the hidden penis/webbed penis?
2. Have any of you with similar condition as mine had any luck with PE and/or medical intervention.

Congratulations on the weight loss so far! That's awesome! Losing weight is going to help reduce the pelvic fat pad, which will help you have a larger visible penis.
Regarding having a webbed penis -- I would talk to a doctor about your plans, before proceeding. My concern would be any pressure PE would place on the scrotal skin attached to the shaft of your penis.
It's always better to be safe than sorry. :-)
When you do decide to move forward with PE, always listen to your body's signals. You should never feel pain when exercising.

Update, 11/27/15
I have been PE'ing for 2 weeks and have seen some growth (unless I measured incorrectly, I'm afraid that I might, feeling a bit depressed about myself lately), and I have an appointment with my regular doctor about getting prostrate checked (history of issues in my family, so at 39 I think its time to keep tabs on it).
As for the webbing, I think it might be a bit worse. I have a lot of skin, and with PEing I have noticed that, when I turtle that the skin pulls over the head of my penis. I know the aversion to those on this site for surgery, but having the webbing corrected and the excess skin removed would be nice.
So, I have achieve some moderate goals, and will continue, as for any surgery the jury is still out, but the issue of money will probably mean that it is far, far way.Start (11.7.15)
