Any strength training workout with short periods of rest will increase GH, and resistance training will also increase testosterone much more than simply cardio alone. But HIIT is still great. This brings up the question, what is going on hormonally during puberty? Mimicking those conditions of hormone levels thorugh lifestyle is most probably optimal for PE gain. Many pornstars are jacked, they do PE work along with the working out and get great results.
Other ways to increase testosterone, GH
Meditation - reducing stress is important for testosterone levels, and long term meditation can increase GH production (wish I had some references, very tired to look them up)
HERBS
Mucuna Pruriens - contains GH precursors such as L-Dopa
Damiana - known as an aphrodisiac for a long long time, inhibits the action of aromatase, the enzyme that converts T to estrogen
Tribulus terrestris - increases testosterone a LOT, but does not inhibit aromatase, so high estrogen levels result as well
Adaptogenic herbs - very useful for a healthy lifestyle, for alleviating stress especially, which is al too common in today's fast paced society, some good ones are
ashwaghanda, reishi mushroom, rhodiola, schisandra, Fo-ti root, ginseng. They all balance out the hormones
A healthy diet of course

-Not one diet is optimal for everybody, some people require higher carbohydrates, and low Protein, others do well on high protein diets, some can do well on high fats. There is absolutely no one diet for everyone, the genes of our ancestors are passed along to us, and those genes were shaped by what they ate. The paleolithic diet is probably the closest to the optimal diet, but there are more recent trends in evolution, that change it up a bit.
But a whole food diet is key, fruits, vegetables (getting those in the diet will provide many more minerals/vitamins essential for healthy hormones), meat - so good for hormones, fish, maybe some grains and starches. Find what is right for you.

And vitamin D is crucial, especially now in the fall, unless you live in cali or florida, or the tropics of course, or many other places . . .
But vit. D is a steroid hormone, so it increases the other steroid hormones, like testosterone. It's also one of the most common deficiences around. Make sure to get D3

The L-dopa in particular is amazing. I take 600-1000mg of 98% L-Dopa a day and within the first week I noticed a definite 24/7 increase in flaccid size. I went from a grower to nearly being a shower. Increased blood flow would definitely be good for PE in many ways like healing and getting those hormones and nutrients there as well as keeping it expanded. Also noticed harder erections and a greatly reduced refractory period. Like it used to be a few hours then my orgasm would be forced and weak, whereas now I'll be horny again within less than 20 minutes and the second orgasm will be just as good as the first. I don't know how its affected my hormones in terms of exact numbers, but its amazing. First supplement I've found to actually do anything at all, let alone this effectively. Greatly boosts my mood and energy too. I usually take 400-600 in the morning and then 200-400 before bed (especially if I've worked out to maximize gains since its supposed to help with that). Its been a lifesaver for me, especially for something I ordered by accident (1-click was turned on, and I was livid pissed when I got 80$ worth of random supplements in the mail).
Then I take 5000IU D3, a multi, and a stinging nettle (reduce shbg) and I'm good to go! Well and I'm on a pretty strict diet that I've cut pretty much everything unhealthy out of, for different reasons, which that can't hurt either.Starting:
