To answer your question, OP, Scientific studies reveal males inherit their genetic penis size from their maternal Grandfathers more so than their fathers. Did your maternal Grandfather have a small penis?

Maximum potential size is determined during gestation period in the mother. So a mix of the mother but also the father.

It's a good question but this is impossible to answer unless you are talking about like day 1 when you come out of a womb what is your penis size? doctors and nurses don't measure that stat and if a hospital ever tried to initiate a measuring program like that they would surely be sued or at least put to shame.

Even still the environment (nature vs nurture) will shape your penis. Masturbation and the way this is carried out throughout puberty etc.. is a factor as are other factors like connective tissue thickness such that during masturbation you may actually increase penis size without knowing anything about PE.
