I think there COULD be more subtle dynamics going on. In fact the genetics could be effected as follows: stretching necks may create damage in some specimens perhaps leading to paralysis. Genes that protect against such injury, or preclude damage by providing a pre-made longer neck could dominate over generations.

I actually know quite a bit about research funding. I've been involved with EU research grant commissions, and have worked on grant applications for privately and publicly funded research projects.
If an idea can be patented and is profitable, it will be used, there is no "authorization" needed.
In the EU most public grants state that the information gathered from the research project must be made publicly available. (France is a specific example)
Obviously, NDAs come into play on certain private projects, but so long as something isn't patented nothing is stopping someone else from coming along and researching it themselves.

This is not right. If you are seriously interested in genetics, look into epigenetics. Very interesting newer field, however, the field is still in a complete infant stage (probably embryonic stage would be a better term). Epigenetics will be the next big thing, and it will probably be the biggest advancement of biology in history. True individual genetic engineering may be possible, just don't hold your breath for it in our lifetime.
One example is that, it is now being discovered that heterochromatin may be the supercomputer of our DNA and not the junk it once was thought. This type of issue is encompassed by epigenetics. However, frankly we are not capable of understanding standard genomes let alone the complexities of minor chemical alterations of DNA (essentially what epigenetics is suppose to study).In the forward progress of society and feminism, masculinity (in my opinion) has failed to adapt. This has resulted in the figurative emasculation of many men. PE is not just about gaining size, it is also about gaining confidence, but most importantly embracing and learning healthy masculinity.

What that shows is that some women, in the USA in 2013, like dudes with bigger dicks. It's hardly a convincing case for an evolutionary advantage.
What I have read, though, is that shape matters. The classic 'helmet' shape of the human glans isn't found in other mammals, and some researchers think it's because the shape evolved to help scoop out the last guy's semen from the vagina in order to increase the chance of one's own jizz leading to an impregnation. Which is surely some food for thought whenever you hear conservative types going on about the louche morals of young people "these days"! Some people even did an experiment that involved putting pretend semen in a pretend vagina and then fucking it with various pretend penises attached to a crankshaft (hur hur, I said 'shaft!') - the penises were all the same size but had various differently shaped heads. The one that was shaped like a read penis successfully scooped out most of the 'semen', while the one that had a plain round knob on the end was pretty useless and left most of the 'semen' where it was.
So there you go. Pretty interesting, I thought.
