Take some African tribes for example who lengthen their necks by using neck rings, the results of this practice doesn't alter their genetics and so it isn't genetically passed down.

It's just a form of body modification that they practice because they find long necks desirable.

I think there COULD be more subtle dynamics going on. In fact the genetics could be effected as follows: stretching necks may create damage in some specimens perhaps leading to paralysis. Genes that protect against such injury, or preclude damage by providing a pre-made longer neck could dominate over generations.

"Authorised by whom?" is a very good question, I'm glad you've asked. You need to (and please do so) investigate that for yourself. Sometimes we need to arrive at conclusions because when they are given to us the whole point can be missed.

I actually know quite a bit about research funding. I've been involved with EU research grant commissions, and have worked on grant applications for privately and publicly funded research projects.

If an idea can be patented and is profitable, it will be used, there is no "authorization" needed.

In the EU most public grants state that the information gathered from the research project must be made publicly available. (France is a specific example)

Obviously, NDAs come into play on certain private projects, but so long as something isn't patented nothing is stopping someone else from coming along and researching it themselves.

Non Disclosure Agreement

Prevents researchers and others involved with the project from discussing the project or it's findings. Some of them also prevent you from even acknowledging the existence of a project.

The only trait that would be carried for the people who pull their penises is the ability to pull their penises further. Genetic code must be altered for a change to happen. PE is is only a modification and will NEVER change DNA structure.

True individual genetic engineering may be possible, just don't hold your breath for it in our lifetime.

I am speaking of natural selection not cooking the DNA. I agree, but if we will not see it in our lifetime, is it worth debating? Yes it is, but not here.

Also, "evolution theory" is what it says on the tin... a THEORY at best. When it comes to humans I personally believe that eugenics in some way or an other has a lot to do with how we look, a sort of genetic engineering. I'm not talking labs and white coats but keeping infants based on certain physical traits. Like keeping the lighter skinned offspring and disposing of darker ones or mating people with certain "favorable" physical or behavioral traits, or killing off the week as we have seen in Sparta. I think the Masay tribe in Africa for example deliberately bred and/or kept taller infants. So you need to look at this question in the light of man made engineered qualities though I'm not aware of anyone deliberately breeding little John Holmes lookalikes.... certainly my parents didn't.... those bastards

What that shows is that some women, in the USA in 2013, like dudes with bigger dicks. It's hardly a convincing case for an evolutionary advantage.

What I have read, though, is that shape matters. The classic 'helmet' shape of the human glans isn't found in other mammals, and some researchers think it's because the shape evolved to help scoop out the last guy's semen from the vagina in order to increase the chance of one's own jizz leading to an impregnation. Which is surely some food for thought whenever you hear conservative types going on about the louche morals of young people "these days"! Some people even did an experiment that involved putting pretend semen in a pretend vagina and then fucking it with various pretend penises attached to a crankshaft (hur hur, I said 'shaft!') - the penises were all the same size but had various differently shaped heads. The one that was shaped like a read penis successfully scooped out most of the 'semen', while the one that had a plain round knob on the end was pretty useless and left most of the 'semen' where it was.

So there you go. Pretty interesting, I thought.
