Im sorry but I must ask, but when I get cold, sometimes my penis shrives up and gets tiny. When I feel it, it feels pretty hard inside. Is this just a normal physiological response, or is this a case of hard flaccid.... this is my only symptom. There is no pain in the penis or pelvic area, no numbness or tingling, and the penis itself is not cold.

If it goes away as soon as you are warm, I think it's just like George Castanza called it, "shrinkage." Nothing to worry about. I will also get like that during intense leg workouts (e.g. squats, running).

All your junk hangs outside of the body so that it can keep things a little cooler than the standard 98.6 degrees F for the health of your little swimmers. It also tried to self regulate these temperatures. When you are exceptionally hot, everything hangs lower in an attempt to cool things off. When you are cold, things retract to the warmth of the body in an attempt again, to regulate he temperature of your little swimmers. Sounds perfectly normal as the mass that is your unit can only contract so much on itself before it can't retract any more. Therefore you are firmer than a normal loose hang. If however, it is always like that then you can consider looking into a HF situation.
Good luck with quitting...
