Pump cylinder inner diameter size for length gains
I have heard that if you are looking for length gains use a smaller inner diameter cylinder and if you want more girth gains to use a bigger inner diameter cylinder. Does anyone agree?

As long as there is any space around the shaft it isn't going to make a difference. There are some who have used a cylinder size small enough to pack the shaft area so the force of the vacuum is only pulling on the glans for length only gains. There are more effective ways than this to spend your time working on length.

There was a term, "packing the tube" where you lubed up, so that it helped the shaft to be drawn in to the cylinder, and you used a cylinder that was on the narrow side, to deter horizontal expansion (girth).
Pumping works well for length and girth gains. Pumping with a narrow enough cylinder to block your penis from expanding fully should redirect some of the growth to length but this doesn't always happen.
