What causes the white circle after vac hanging?

Hi,

can anyone tell me how the white circle after vac hanging develops? Does it compress blood vessels so much that it appears pale for a while? And it's just temporary or maybe permament? Can't find definitive answer to this but statements like "makes your dick ugly" are worrisome.

Are there any countermeasures or care after vac hanging so it doesn't occur? Maybe hanging in 20 minute sets like with clamp hanger?
